No, Lord McNally, it is not time to move on from legal aid cuts
disastrous cuts nearly half a million poor people annually. There is more to do to make these cuts at all acceptable
Last week, Lord McNally at a conference with legal practitioners Group that "the time has come to move LASPO." He was referring to the condemnation of legal aid and Prevention of offenders in 2012. Courts candidates LASPO the scope and eligibility will come into force in April next year, a reduction of the remuneration of lawyers began and there are more to come. McNally is tired of people still whingeing about cuts that are, as regards the ministers, and made dust.
Forward
McNally moved. Government policy on legal aid now amounts essentially to a target. The lower level of service delivery that meets our minimum obligations under the European Convention on Human Rights at the lowest cost
LASPO We can not move until ministers have absorbed the magnitude of the reductions are carried out. They are so large that they require a reformulation of policy. It will not be easy. There will be no magic solution, which occurs as a rabbit from a hat. We do not keep a bold proposal. The answer must be a completely different approach.
legal needs a more coherent policy objective. And this must be something more than a bland version of the widely used to provide "access to justice". This phrase has become totally degraded. After all, Ken Clarke, said: "The mark of a civilized society", even when implemented large reductions. The fundamental objective of the security policy must be someone in society, rich or poor, has the right to expect that any dispute is resolved legal basis only and not by intrinsic emission outside of the different resources of the parties.
We call that equal justice under the law. This may seem vaguely familiar to those who have traveled to the United States. This is more or less what is recorded on the architrave of the building of the U.S. Supreme Court. The announcement of "equal justice under the law." This is a perfect fit for all the United States is certainly a good example of its implementation. But that does not invalidate such a major policy objective. States to include U.S. Supreme Court itself in the case of Griffin v. Illinois, "there can be no equal justice where the kind of trial a man gets depends on the amount of money he has." real access to justice ministers approach taxed to the limit and beyond. That is why Lord McNally not allowed to go too fast. We need this kind of holistic approach to policy is appreciated but not followed. Now we can not avoid entering a difficult nettle. Our task is to maximize what we can get for the amount of money we spend for justice - including, but not limited to legal aid. As a very practical matter, it is probably not possible under our current governance arrangements. We need a department and a budget.
- The current model of provision of independent legal advice is unsustainable. Should be reformulated as one of a set of related policies and location - including law reform materials, methods of arbitration, any legal assistance. Improvement of complex legislation - such as murder defense - and you can save on legal aid. Penalize departments do not care court decisions against them and you can cover the cost of the award.

Julian Lloyd Webber joins pleas for music to survive Gove's exam shake-up
musicians warns new proposals say many children never play an instrument "
extraordinary musicians and music teachers, including the influential Association of Schools of Music (SMA), have joined forces to express their dismay at the impact of training Ebacc expected. In a public letter to the association says that musicians who work with secondary schools are concerned that "recent government proposals mean the end of the teaching of creative subjects."
ADM is seeking guarantees of Education Secretary Michael Gove that Britain's "world class" musical education will be protected when the new grade, giving priority to the basic subjects is introduced. It is supported by world-renowned cellist and music activist Julian Lloyd Webber, Jeremy Pritchard, bassist with the band winning Everything Everything and lecturer at the School of Music Guild Hall.
combination attack following observations made last week by Deborah Annetts, Chief Executive of the Incorporated Society of Musicians, who called the Ebacc a "short-sighted attack on the wholesale musical education school "that" will not only emasculate our first system of music education class, but also all our creative economy. "
Garnet Dr James, president of the National Association of Music Educators, also urges that the planned changes to protect a balanced diet rich high school, including the practical study of music. Lloyd Webber, who campaigned for greater access to music education, said he feared a generation of talented British students may now be lost.
"Some of these children will never play an instrument, so you never know how you have a natural talent," he said. "When I went to school Secondary Royal College of Music, back in the 60s and early 70s, more than half of the non-state students. It is no longer the case. "
The cellist said that classical music is increasingly seen as a middle class, privileged activity. "Music should be a fundamental right of all of us, but more than simply teach children in fee-paying schools or parents who can afford the classes, then the idea that more is as will become elite. "
- Lloyd Webber said that the previous government had begun to spend money on music in schools, recognizing their importance to the economy. "The schools do not focus only on the essential Ebacc as if they will be punished. It seems extraordinary when we celebrated the Olympic opening ceremony wonderful. Not to encourage children, we lose everything. " Joan
Jeremy Pritchard of Everything Everything Mercury Prize nominated group, said she has taught music in the public school and continued to study the subject at university. "I do not think that creative subjects removed. Schools need to focus on correcting problems in the core subjects and all will be forgotten. You can not separate education this way. These issues intersect."
Pritchard asked if the government was not happy with Britain's preeminence in the theater and music: "Maybe they want public services, I think ignorance voluntary, because we have a culture here that you do not get in many other places. " O'Hora Ronan, Guildhall School of Music and Drama, also supports the demands of music teachers and schools highlights the British "position internationally recognized" as a world leader in education music and performance.
"seems quite incomprehensible that the proposed plans Ebacc to introduce the teaching of music is likely to disappear from high school at a time when its importance in the support and development of thought lateral and creative problem solving is more widely recognized than ever, as is its significant therapeutic value, "he said.

GCSEs: exams, examined | Editorial
August is always a cruel month for anyone involved in education. Review boards struggle made this August that more cruel
August is always a cruel month for anyone involved in education. Examination boards have this ruthless struggle most in August Hundreds of thousands of GCSE English candidates and their teachers are still uncertain of the best answer to the unexpectedly disappointing grades and Education Secretary Michael Gove insists he can offer nothing but sympathy for those who have passed a test of opinion is fundamentally unfair.
- narrow limits GCSE grade Inglés illustrates the magnitude of the load tests bear - evaluation of individual students, teacher evaluation and student achievement. Results employability of students influence the possibilities and options for higher education, and to determine the league boards. Tests to determine what teachers teach, what students learn and what skills and abilities are tested, but they are both outputs and inputs end first. Structure forms of examination programs and schedules and the basic approach of the school. Form the educational system. So exams are obvious lever for any secretary of education reform to achieve, and in fact, almost everyone has done over the past 25 years since Sir Keith Joseph first conviction of injustice O-levels. But for the same reason, the radical changes in the examinations must come slowly and carefully. These are not the hallmarks of Mr Gove, who confirmed his determination to move forward with a new 16-plus examination is somehow to be ready for next August It is an idea that has been followed (in the Daily Mail) as a return to O-levels, but seems to have been given to Mr Gove an opportunity for reflection. The new test - which was published in the fall - not just after O-levels, the type of test performed only by a minority of the third academic 16 years, but a test for most of the world, taking between 16 and 18 years. Their only similarity is the level of rigor that Mr. Gove consulting includes: no modules, courses, Reinstatement not limited, and absolutely no grade inflation

Lack of understanding about the judiciary is unacceptable and dangerous
judges are subject to more scrutiny than ever. It is time to develop legal studies in Britain
The judiciary is the third branch of government, of equal importance to the legislative and executive powers in this country. The reality is that today it is not a major social problem in our society that judges, at any time you are asked to judge: the scope of marriage contracts for the right to die, national security within the limits of privacy in the digital age, the application of the controversial international arrest warrants for the future of media regulation.
So why is there a lack of knowledge and research in this country on the judiciary - and why is it dangerous
In the UK, the academic community has not recognized the central role of the judiciary in society and to pursue a deeper understanding of this key state institution. This lack of studies of justice in this country is partly due to the fact that researchers have long believed that the myth that investigating judges and juries is not illegal or impractical. There are in fact no legal impediment or other research for a strong judiciary in Britain.
is not the case that judges are somehow against academics. But because there are few judges in universities and academics in the legal field, both groups tend to be strangers in their professional life.
Why is it important? What is the effect of this lack of understanding of what the judges really? Sharon Witherspoon, Director of the Nuffield Foundation, gave the best response when he said:
"... as the White Queen, it is sometimes possible to believe six impossible things before breakfast to think abstractly about how the law works. Empirical studies play a vital role in showing how systems really work and that these thoughts are six specific agreements. "
- is easy to think of things that the White Queen could believe before breakfast on the way professional judges and lay judges (jurors) work. It is likely to create, for example, the Supreme Court of the United Kingdom spends most of his time on the affairs of human rights and that juries are more likely to pay the defendants convicted for rape . But research has shown that these are false beliefs. UK Supreme Court UCL project has shown that human rights cases, in fact, represent only a small proportion of all cases of the Supreme Court (27%). UCL Jury Project, examining every single jury verdict in England and Wales in 2006-08, also showed that juries convict more often than they acquit in rape cases (55% of the time).
- The danger of being in the dark on the judges and jurors is that myths abound, and reform programs will be determined by unfounded stories outside the perception of the date of the judges and courts, and perceptions based on media interest in certain subjects.
